Fraud - said my national insurance number had some dodgy activity recently and tried to get all my info. I'm only 19 and this did freak me out a bit but he only got my name before I got over whelmed. I went to my mum while the number was on mute and they hung up after a minute. Don't give it anything, I've learnt if it's important from the government, they will send a letter.

While wishing to remind patients of appointments, and thus cut down on missed appointments, they also wish to protect people's data so cannot simply leave a message on an answerphone which may be accessed by people other than the person to whom they are addressing.
