They phone you just after *they* request access to your account via your phone company's website by using the "Forgotten Password" link, so that the real phone company will send an OTC (one-time-code) to your mobile for verification. These criminals then call you saying they're from your phone company and ask for the OTC that you've just received. If you give it to them, they can then enter the OTC on your real phone company's website and gain access to your account, change your
