SCAM - probably Spanish number with English and Chinese message. The English message is about mail delivery and that you should press 9 for further information.
Scarlet Reclaim also linked to 0844 669 960. They also run Scarlet Protect and Scarlet Mobile. Automated dialing with a long gap before a person speaks to you, very annoying.
