Insulation Call centre background noise, woman with Indian accent wanting to speak about loft insulation once she had confirmed that I was the homeowner. She got annoyed and hung up when I was slow to do so.
When I answered, they hang up.

I experimented with sending SMS messages from mobile to landline; each time I got a call from 03333440000 and the message was read out. It seems to be an SMS message centre, with no indication of the sender. Not a dodgy number.
