Claimed to be HMRC and they were to send a warrant out should I not connect to the call

I have BT guardian which asks callers to announce who they are before I answer. Most sales calls hang up at that point, this one didn't. Lovely lady explained that I could have a half hour appointment to check energy efficiency of my home and advise of any improvements. I made the appointment. Very polite young man called Adam arrived, checked the loft and roof, looked around, discussed my energy payment per month. The information given was useful, nothing to sign, no sales pitch. I would have no worries.

My phone message stated I had a missed call - called by 01163887007. However, I had my phone in my hand and it did not ring. I rang the number on a different phone and a recorded message repeated ?call 08446723322? several times. I did not call as I do not recognise either of these numbers & a legitimate caller would leave a message stating who was calling.
Automated voice saying they were fresh start and if I didn t want any calls from them to ring an 0151 number. No idea who thye are?
