Sounds like a Paki. Says he is from some insurance company. This is a con merchant. Trying to steal money from from unsuspecting people by use of the phone. Another number for the call blocker.

The caller ID showed metro dry cleaners but the caller said they were from carphone warehouse calling about a 'special promotion'. He said he got my number 'from the database'. Hung up and googled the number, possibly a scam using a legitimate business number
