Had a message on my answering machine as other comments. Sounds shady, my first action was to google the number, which lead me straight here.
HMRC will never call you; it's a well-known scam. Ignore it and block the number if you are able.

SCAM I said nothing due to the frequency of unknown numbers calling me. They hung up after 10 secs. Suspect its a scam.
01563523852 The person who rang me, apparently from this number, in the morning of Wednesday 16 Dec 2020 is a crook responsible for attempted email fraud using PayPal. Police notified. My ref: FV-201216
Silent call that then hung up.
