Difficult to understand, just kept repeating he was from Surrey County Council, and quoting my name and address. When I said I wasn t convinced he was from the council and I asked if I could call him back he cut me off!

SCAM Indian-accented female voice said she was BT, had called because BT had detected unknown IP addresses accessing my internet connection. Couldn't be bothered to open my Mac for a scammer, so I played along from memory as she "guided me" through opening Terminal on my Mac, and typing in commands to find what devices were attached.
