This is not from Winchester as the code suggests, did a further search and it is routed from India, sounds like a call centre and have had a dropped call twice this week now

Silent call from spoofed number that does not exist, hence highly suspicious.

this number looks/sounds like an autodialler. Call cut off when it reach anwermachine. Possibly some stinking company trying to flog something, or even a scam call.
