This seems to be some good working money trap, similar numbers are reported as robocalls, fake wins, scam offers (in most cases some financial offers). For sure some general call centre. Fraud/scam - voicemail was an automated message from 'HMRC' saying they are investigating my financial activity and that an arrest warrant has been issued in my name. Reported immediately to the real HMRC, it looks like this sort of thing is happening a lot lately.
