This is a legitimate public body number, it belongs to the ‘Isolation Assurance Service’ run by Public Health England. You can verify that this is a legitimate call as it is listed on the privacy notice of how your details will be used on the official ‘NHS Contact Tracing’ site. To do this scroll down to the section titled ‘ How to check if you are being contacted by NHS Test and Trace’ (Mid way down the page) https://contact-tracing.phe.gov.uk/help/privacy-notice
