Fraud. Apparently HMRC are using this number to advise people they have been avoiding tax! Hmm I'm no Sherlock but I think this might be a scam.

SCAM Robot female claimed she was calling from Bank security about high price spending on my card. Clearly a scam.
This number has rung me 4 times today and cut off immediately every time.

Donations go towards making bespoke products and providing sensory toys to help children learn and play. They also fund research and offer guidance to parents and carers.

They claim they are from the Amex fraud team, and told you that your Amex account is scammed and tried to help you block your Amex account. They also told you your iPhone is hacked and all your information in iCloud is in another phone, so all your bank accounts are in danger and you need to block all your bank accounts, and asked you what other bank accounts you have. IMPORTANT!!!! AWARE!!! They will ask you to download an app from Anydesk.com, DON'T do it. This is an app for them to control your mobile
this appears to be a banking scam, calling to tell about unauthorised payments on your account, in the hope that you will press '1' and give them your account details

SPAM he called me and disconnected as I answered. Called him back and he denied it.

Unknown number. Left it to voicemail and it was a machine giving options between English and Chinese. Only caught the end of the English section so I don't know what it was for other than "press 1 for English, 2 for Chinese"
