This seems to be some good working money trap, similar numbers are reported as a scam offers (in most cases some financial offers, phishing for bank account details). SPAM - Unsolicited phone call. After saying "Hello" down the line a burst of computer noise/mumbled automated voice was heard before the call disconnected. Likely an automated call failing to register properly so most likely a scam call.
