Told him I knew he was a scammer as there is no such thing as the Utilities Department. He hung up and I blocked the number. They also use 0161 669 0643 and 0640. I received a text from this number which is most likely phishing. The text was written in Swedish (I live in Sweden) and stated that I had an unpaid parking debt and provided a link - which I didn't follow. The link was "http://Inbq.link/ZYSDt8" I have no parking debts so can only presume that the link led to a site asking for my bank details.
