claims to be from Paypal saying you need to update acceptance of terms and conditions but clearly a scam to get details from you. Block the number I suggest. The website link is flagged by Google as Dangerous

Absolute pests. Asked them to remove my number from their list but they just upped the anti and made a bigger nuisance of themselves. I will hunt them down and knock them out
