Phoned at 17:30 on Monday 26th January 2021. I answered after the first trill and the call connected for a second before caller hung up. Not sure whether fraud or legitimate
Scam and dangerous
A Google search suggests that the number, if genuine, belongs to a company called The Best Connection Group Ltd, a chain of recruitment agencies.

Several unsolicited calls from this number. First two were silent when picked up. Third time the caller said he was from the “government insulation scheme”.
