I had a call from this number saying it's the police and my national insurance has been used for suspicious activities. They threatened me with arrest and then asked me for my name and my insurance number, When I said I wouldn't give it to them and would present myself to a precinct instead they hung up on me.

This appears as a Scottish number but it clearly was not. It is a Liverpool call center asking if you have had an accident. This company is using phone spoofing to trick people into thinking it is a landline number when it 100% is not!
