It's a scam. A man speaking with a strong accent, but introducing himself as Michael, said he was calling from the "council repair service". He knew my name but didn't know that I'm not a council tenant. I hung up.

I don't answer phone calls I don't know possible scam.
The number was in an email which said it was from a friend (who I've not been in contact with for years) , asking for "help", but it was very much like another email I had just received from someone else saying he was a friend but that was spam. The number above was not one I recognised and when called simply asked callers to leave a message.

The usual scam call saying they are bank security saying you have spent £300 on Amazon and £1000 from overseas, blah blah, the usual spiel. Banks would never do this.
SCAM - offered 40% discount on my next bill, when I asked who they were they said it was for my phone bill. I was called this afternoon from this number. As I had received a similar unknown number yesterday I answered and a completely unintelligble foreign voice answered. I put the phone back on receiver and have since blocked the number. It was from Bristol yesterday as was today's caller.

SCAM --- Trying to renew a non-existant domestic appliance insurance policy.
Received this morning on my mobile. A female voice, probably recorded said "I have been told that you were involved in an accident recently, is that right?" Obviously this a phishing call. Best to ignore and hang up.
Called saying they're from Carphone Warehouse, offering me an iphone. Thought I'd play along for a bit instead of hanging up. Asked where they're based so, so I could see if they're far from me. They hung up immediately. Ah well, so much for my game.
