They are pretending to be alone company with a low APR what say they need money up front but you never get to see the money again

Called me, and they hung up before speaking. 20 seconds later called again. A very smug and trying to be too clever telemarketeer wanted to know why I didn't want to talk to him... he sneered when I mentioned TPS, he then went on a tangent about Manchester **** atroicities, at which point I asked "what does he want to sell me".
