Whoever invented these two part charges are legalising rip off artists and preying on vulnerable people. They are parasites and no better than hardened drug dealers who wreck lives. The so called watchdogs who are supposed to police communications are no more than another quango of useless civil servants on gold-plated salaries and pensions - and sure that they prolong the agony for their own ends cos I would of wiped a few of these predators out a while ago!
I have received several calls from this number and when I speak there is a background noise then they hang up on me but tonight they answer to tell me I had had a recent car accident and as soon as I said no they hung up on me

I answer unknown numbers without speaking and, generally, it is a computer generated call which cuts off if you don't speak. If you speak or make a noise an operator will be connected to you. I have found these calls to be cold-callers or scams.
