Told him I knew he was a scammer as there is no such thing as the Utilities Department. He hung up and I blocked the number. They also use 0161 669 0643 and 0640. Called telling me they had new mobile deals for me, and kept asking for my personal details.
Scammers. An indian man called saying he is from Sky broadband and needs to check something about the security of the connection. He asked if I had an android phone where I could download a specific app (TeamViewer QuickSupport or AnyDesk Remote Desktop). If you install these apps they will try to get remote access to your phone and will steal everything they can. Just hang up and report the number.

A lady with an English accent informed my that there has been a report identifying loft insulation materials as hazardous, and that everybody is entitled to a free survey. I explained that my property didn't fit her survey expectations and he apologised for bothering me and hung up. As a guess, anyone who opts for a survey will be told that any existing insulation is deadly and it will be removed at an exorbitant cost, but as I don't know that for certain I am only labelling this call as annoying.
