Silent calls are made once or twice daily. My answer-phone states "the caller has cleared", and normally the number is withheld, but not on this and a previous occasion. The pattern of the calls makes me think it is the same caller, [for many months]. The TPS advise it may be silent or abandoned calls,or recorded calls.

SPAM: upon answering a recorded message played to state my NI number could be suspended due to my phone number having been associated with several illegal activities and I could be arrested and assets seized.
