Scam caller, left a disturbing sigh on the phone message. People that use their phones for these things should be interviewed by the police and an address provided for the phone number where its registered to.
I have no idea how you made this a number from Russia, no idea what or who it is, just rings and hangs up, so blocked. DON'T EVER ring back, if they don't speak it's of no use to you, and is one of the ways to rip you off, because it registers as a live number and they docan sell your number onto other scam lists; and the number can get diverted to a premium number that will cost you serious money, search it before anything else, and report when it's bad.

When I answer, it rings another number so I cut it off before that one was answered. I can only imagine this works as a reverse charge call because effectively you end up calling them. This number called me up to ‘follow up’ after a fraud attempt on my Revolut card. I had actually contacted Revolut as I had another scam call the day before (definitely linked to this one) attempting for me to give a code to add my card to their Apple Pay.
