SCAM - initial recording warned my electric was going to be shut off in a few minutes. When I transferred to a "representative" it was what sounded like an Indian man. He asked my name and verified my address. Funny thing is, my electric bill is in a family members name. He told me the "balance" and the amount was incorrect because I have my bill in front of me and an a real call wouldn't give me info since the account isn't in my name without other info. Scam. Pretended to be O2 and randomly offered me 30% off my bill. He had no information on me, very unprofessional, wanted me to confirm all my personal data. When I suggested this was a scam he hung up on me.

silent then hung up. Usually what happens is I get some silent calls before the influx of thick Indian accents asking about my phone in the proceeding days. aka fishing for operational phone numbers via an automated dialer.

I am suspicious of this number because after receiving a possible ?phishing call I made a 1471 call to discover the number the call came from I was given this number, which I rang. It was answered by a man who told me he was in Kent and i told him why I had called his number but nothing else(my name or location) i suggested he should look into how this could have happened and that his line might be compromised somehow.

Missed call, called back. Incorrect number, usual fake number.

Fraud. Said they were BT Openreach and I needed to log on to my computer and follow his instructions to improve internet speed. Asked him to tell me my BT account no, he just made up a string if numbers and I asked him the bill payers name he said it was the name of my town!

As this number is listed as a number in a region of Russia I am assuming it is a scam. I do not know anyone living in Russia!

Claimed to be from the Telephone Preference Service. I asked them where they were and he said London. I asked how the weather was in London, and he said the weather was fine. I replied and said it was raining in London, to which he said that he likes rain so it is fine. I called him a liar, he hung up. Scam.

this is a SCAM, they call disguised as a debt collector via a mobile saying you owe money for a High Court Writ and they will call at a given time so its best you pay immediatley. Its a scam.
