It uses a computer program to ring your number, and if you answer, and an agent is available to talk to you they will, but if not, some hear a ‘goodbye’ some a essage, and some hear nothing. So you can ring them back on their Freephone number, using 141 to make your telephone number appear to them as ‘anonymous’ and definitely at no cost to you.
