Three possibilities : they bought the number for their business from a telecoms provider, they hijacked it from a genuine user, or they spoofed it.

When I said I don't have BT services, the guy said "I know, BT is the only distributer over the country!" Really? Perhaps they need to do their homework. Just received a call. When I answered, a beeped sounded, an automatic voice said "goodbye" and the connection ended. I called back straightaway and a woman, struggling to speak English, answered, telling me she was from HMRC. She asked me to verify who I was. I replied "you called me, you should know who I am".
