SCAM, probably. Called them back after googling and it just says "welcome to Expert Developers, press 1 to get through to an agent". Considering how dumb a name "Expert Developers" is, it's almost def a scam.

She proceeded to call me Mr William (my first name) and said they had done a search on me and found that I had been scammed (untrue) (my new isp did a search on me last week and found no trace of me online) She asked me to tell her what happened. SCAM 01967 401277 ranf 2 days in a row at around 10am. No one answers, but you can here something going on in the background, like in the call centres atht have multiple hones on dial at once. I hung up straight away and blocked the number. Possible HMRC scam.
Oriental lady, very hesitant, claimed to be from Virgin Media about an internet connection. Used a local number to us, but unlikely to be a Virgin Media number. Rang off when told not a Virgin user. If a valid call would have had initial details available

This number is from a cold calling company naming themselves Total Review. They want to keep you on your phone as it makes them money. I have been called by a couple of these numbers with the last four digits varying. Just another scam.
