Daily, twice daily sometimes calls to my mobile. Blocked - clearly scammers or ambulance chasers

Monday 8th March 2021 I had two missed calls/ voicemail messages -(I have set unknown callers to go to voicemail) Time was 10:28 : An American sounding automated voice ": County Courthouse saying please call this number then reads number omitting leading zero ; I inadvertently called back. Woman answered immediately with my name asking what they could do for me. I hung up. I called again whilst blocking my caller ID and got automatic line busy message.
This appears to be a scam of some sort. Phone rings you answer it but there is nobody there. After a few seconds an automated voice says goodbye. Get a number of these.

Absolute pain in the proverbial! Ringing regularly, never anyone there if you answer. Am I just a cynic or is tha fact that mobiles no longer have the facility to block unwanted calls something to do with payments!!
