Well this was interesting! 028 4067 1515 (Banbury) just rang, it is Saturday at 10:55am. I did a quick google while the phone was ringing and came up with the Anglers Rest pub in Banbridge. Weird (I have no connection to the area) but seemingly legit. When I picked up, the caller said he was calling from Currys/PCWorld with a cheap mobile phone offer. I said I don't need a new phone and he said thanks and ended the call. The whole "using a legit number" is hella sneaky!!

Then I said I'm on Pay as you go and only top-up £5 per year he called me a fool, said I was making him a fool and asked if I'm on my father or mother's company. Searched Google and found they are being looked into by the FCA as they are unlicensed and are trying to sell services or products with out being registered.
