Almost certainly a scammer. Use the call-blocking system on your mobile or your landline if your provider offers this.

I have received calls at my home land line number as well as my mobile . However I do not answer these types of call numbers . My real complaint is that I have a new number as my old number is now my business line , they do not ring that though just my new one and no one has been given that apart from family and close friends !!So how did they get it ?

My wife received numerous calls from this number, caller insisted they were from Vodafone. We told the caller that we were not interested and he got very very aggressive , and refused to delete my wifes details from their database After this I did some digging and found out the caller is actually calling from a company called Webhelp TSC. Calls again and again. Phone normally gets put down on answer. Once heard a woman saying " Calling about the PAYG phone you bought recently " then it cut off. Added niumber to my blacklist and yet it still keeps coming through.
