This number pretends to be from O2 saying that they could not process your latest payment and in order to avoid fees for late payment you need to update your payment information via a link provided in the text message. This is typical scam/fraud trying to get hold of your bank details. O2 never sends messages under a random phone number and even the link you are supposed to click on is not real O2.
