Posted a jetski and person offered to buy, then asked if I could accept paypal. I told them cash only in person and they very strongly suggested I take paypal and asked that I create an account. When I refused the text messaging stopped.

Fake number so definitely a scam. BT, Openreach, TalkTalk, Virgin etc., will NEVER call you unless you contact them. ANY call about your computer, router, viruses, hacked IP ...
