Seems to be used for some telemarketing call center - this range of numbers 12146830xx (common feature, they use more numbers of the same range) is mostly reported with robocalls accident chasers - "you have been involved in a car accident" etc.
I have been called on about six occasions stating that I was involved recently in an motor accident and before I let them go on I told them no and then hung up. Being fed up with keep getting these calls I tried to phone it back only to find out that it is an invalid number. Obviously some sort of scam.
