This number called with an automated message telling me that if I didn't press the number 1, I would be arrested for tax fraud shortly.

SPAM - called and left no message! If any call in my opinion is legitimate, a voicemail message should be left giving the recipient a chance to return the communication after careful consideration! Normally if the caller is reluctant to leave voicemail it’s because they are trying to extract info out of you via questionable means without any recourse. If that’s not the case then surly a voicemail with their info would be reasonable would it not ?
