This is either a scam or someone trying to sell something. When type the number in on google, it comes up with a man named Jake Stacey. It appears to be a scam, as when you answer you hear a recorded message claiming it is from HMRC and ask you to press 1 to speak to an operator otherwise a legal action will be taken. HMRC don't use mobile number to contact tax payer
