This is UNICEF call and harasses me daily. The calls are to a UK mobile but since I live in France each call costs both me and UNICEF money - far in excess of my original text donation. Automated call that cuts off after few seconds.
2nd call to landline in 10 days (1st differed by last 2 digits -15). I answer, it beeps then silence (same both times). Local area dialling code but that's no proof of locality these days. Unknown if scam but known as nuisance at any rate.
