It is almost certainly a scammer using a spoofed number. You cannot report it as it does not originate from the UK.

Asian sounding guy, rabbiting at speed about who I was and telling me my details, barely caught a word, then says BT will call to save me money on my Telephone and Broadband, then hung up immediately, never asked was I interested in any possible savings, not even the basic pleasantries of asking how I was etc... These people are a total nuisance. They are aggressive when they do speak and very rude. This number should be reported to Ofcom and Trading Standards. The more complaints made to the correct authorities the more chance these people will be dealt with.
