Claimed to be able to do home repairs free of charge. I told him the council do my repairs. He said they (council) are falling behind and would give a year's free rent if anything went wrong. When I told him that I would still have to go through council, he hung up.

3 mobile network has multiple scam operators - this is another one that relies on the 'target' answering & speaking first so that the automated rubbish begins.
kevinmitnickcyber @ GMAIL COM services are is of a kind. I came across this great hacker contact in my search for help recovering my stolen coin, and it was helpful. I invested $150,000 worth of coins with Coin-Flip 3 months ago but they ripped me off the return of investment and the investment capital as well. Thanks to theM for recovering my money back. Answered call and voice identified himself as Energy advisor in area and asking to confirm as householder. Feeling polite, I responded yes but do not entertain cold calls and asked to end call. The voice continued making me believe it is voice-activated and not to be trusted. I put the phone down.
