SCAM - a text pretending to be from Royal Mail, directing recipient towards a .me domain name (this is montenegro) to pay £2 for 'redelivery'.
The number is from SCAMMERS. When you pick up the phone when they call, you get immediately the waiting music. This is typical scam behavior. If you call back, you probably get into an expensive hotline.
