Scam. They insisted I had asked for help with services and sent me an email to prove it. Email is blank apart from the only thing there - a button that says "Previous messages". I had no dealings with the caller previously and I know I haven't sent any emails. So it is clear that link goes to and does something fishy!!!

Calling about road accident claim - company name not clear - 5 calls today as soon as i tell them to stop calller hangs up
Caller said he was "Bruce" (he had a foreign accent, so I doubt this was his real name) from "Local Government Grant Scheme". I asked what company he represented; he said he was "not from a company. I am calling on behalf of the Local Government Grant Scheme". I asked if he was from the local government, and he said yes. "Which local government?" I asked. "Nottinghamshire," he replied. I answered and there is a delay for 2 seconds before the automated message starts telling you to urgently press option 5 to claim your PPI. I hung up, there was no way I was pressing option 5 and probably getting charge ?1,000 a minute!!
