Told him this was obviously a scam so he said "Why you think so?". I told him because I'm not an idiot and he obviously is to think I'd fall for it, then hung up. Blocked.

I got an email from PayPal, saying I purchased a cell phone & that payment is now due. Honestly, GDPR was a waste of time, penalising honest businesses but scammers and thiefs are safe? Just don't pick up a number you don't know, why would your Insurance call you? They never do.

This is a scam. they try to get you to invest. they never give up and will use different numbers all over England. Each person who calls you is of Indian origins.
