I just got a call claiming (falsely) to be from this number, claiming (again falsely) that it was BT Openreach (or something). This number was used to send me a Payment Request from a Caroline Fox via PayPal for £729. I called PayPal and reported phishing. Apparently this is not the first time this request has been made from this person.
Is 100% definitely DVLA. The number was quoted at the top of a letter from them which was sent with the returned application for renewal of my licence as I hadn't filled in all the required information.
