I have no idea how you made this a number from Russia, no idea what or who it is, just rings and hangs up, so blocked. DON'T EVER ring back, if they don't speak it's of no use to you, and is one of the ways to rip you off, because it registers as a live number and they docan sell your number onto other scam lists; and the number can get diverted to a premium number that will cost you serious money, search it before anything else, and report when it's bad.

Lady with English accent saying she was an energy advisor for my area, calling from an "energy hub" (whatetever that might be). When I managed to stop her (clearly reading from a script) I aksed her precisely what organisation she was calling from. She went silent and hung up.

Do not be duped into calling this number. Called at 5:15pm 6.7.23. Calling about solar panels being installed in your area and are you the owner of the house. I didn't go any further, just said 'Goodbye' and put the 'phone down. I am pretty sure that had I held on they would have wanted to arrange to come and see property about installing solar panels. I class this as 'dangerous' especially if they get through to vulnerable persons.
