The above number sent me an sms that has a suspicious link with the message that my PayPal account has been suspended. In order to resolve the issue they were asking me to log onto my PayPal account through the link. I contacted PayPal they said they didn't send any text message and that my account wasn't suspended. So they are scammers based in Kazhakstan.

Have seen different reasons of individual calls, just be aware that one number used by the same call centre can be after short period of time used for another purpose.
