This number keeps calling me, I pick up the phone to see who it is and they hang up, there should be a way of barring this number. And here they are phoning me again, not going to answere their calls again, caller display very usefull! I get so many calls like this from a lot of different numbers, am changing my phone no.! they are phoning me again, thats twice they have phoned me just whilst I have been writing this!

It's a scam. The number text me saying I needed to pay a £2.99 fee for a Royal Mail Delivery or "action would be taken". It makes quite literally zero sense given Royal Mail doesn't text and you don't pay for redelivery or additional costs.
