Call center and kind of rude. Phone rang, I answered and there was a pause. As I was about to hang up an accented voice said Hello? - to me it sounded Indian not a very strong accent though. I replied "Can I ask who is calling?". They said no and after a second the line cut off. There was enough background noise to be pretty sure it was a call centre. They sounded quite calm etc - I guess they didnt want to do their spiel and expected to be hang up on
