Seems to be used for some telemarketing call center - this range of numbers 1618142xxx (common feature, they use more numbers of the same range) is mostly reported with PPI, insurance claims, financial marketing. Anybody getting calls from this number should report to police and trading standards, but also file a complaint with ICO and TPS, they prey on vulnerable people so if you really need to see someone about face to face I suggest discussing all the details with the citizens advice bureaux.
