Got 2 missed calls from this number. about a week apart. I live in ireland.
this number called a number in DUBAI, using the owners correct name but then hung up after stating his name... very strange... any one else know this number?

This is a fake number used by scammers to try to get personal information about you. They sound very official and scary, suggesting legal action against you. I inadvertently provided them with my name, National Insurance number and name of bank before I realised that it was a phishing attempt. The caller spoke with a slightly American accent. I tried to call the number back, but it's invalid.
SCAM - claiming unpaid £2.70 shipping fee for Royal Mail with link to pay fee, says to pay fees before certain date else parcel will be returned to sender. It’s fake.
