scam about overpay council tax

Received a payment request email from Paypal for £650 with message stating "Fraudulent activity found, amount £649.99 GBP has been debited from your account for a purchase of DECATHLON GIFT CARDS, if it's not you reach us immediately @ +44-800-368-9784". As this email was directly from PayPal, i checked my account and the request for payment was actually true, however the message on the request is false and the number is fake. This number is NOT Paypal and is a scam.

Recorded message claiming to be from Amazon informing me there was activity on my card £700 they had Stopped my card and to press'1' to update. I presume this is a scam call as no more Amazon or bank queries.

They will claim to be calling from O2 (if you tell them you're not with O2, they'll change the story and say they're calling from your network provider/carphone warehouse/some other lie). Caller with an Asian accent said he was from o2 and I had been selected to have a 50% discount on my tariff. I have has these calls before and seemed to be an obvious scam, so I briefly went along… The caller said I would receive an email from o2 but first I would have to pass security and he would send me 2 links with questions. This is a some sort of prank number. They do not speak then drop the call. Please arrest them and bring them to the nearest police station for questioning.
