I have received a call from this number a recorded message claiming to be the HMRC threatening to take action against me. There was an option to stay on the line and speak to an operator. Obviously I didn't. When tried to call back, receiver ended the call back.

I have no idea how you made this a number from Russia, no idea what or who it is, just rings and hangs up, so blocked. DON'T EVER ring back, if they don't speak it's of no use to you, and is one of the ways to rip you off, because it registers as a live number and they docan sell your number onto other scam lists; and the number can get diverted to a premium number that will cost you serious money, search it before anything else, and report when it's bad.

The text message received from this number on 14/02/2024 at 12:13 simply read: "Got it (thumbs up emoji)" No other content and this number is not in my phone book nor was I expecting any messages like this from anyone. But the 121 message service only catches the end of the message which asks you to press now to avoid court proceedings. Therefore this appears to be a Scam and the number should be treated with extreme caution.
